Mr. Ivan G. Bolden is the managing member of Ivan Bolden and Associates LLC.
clients to develop partnerships sectors. Mr. Bolden retired December 2023 after 50 years of service to the DoD. He served as the Chief, Army Partnerships, Deputy Chief of Staff, Installations (G-9) and theChairman of the Joint Services Partnership Committee. Mr. Bolden spent 27 years on active duty and retired in 2001 as a Colonel. He had tours in CONUS and OCONUS. His basic branch was Adjutant General, but he served in three combat divisions and various other assignments. He spent most of his years in innovative, and creative assignments. Some of his key assignments while on active duty included the black book assignments office, Chief of Staff of the Army's office, Commander of Carlisle Barracks PA, and Deputy Brigade Commander of the First Personnel Command. Following his retirement, he went on to serve in various roles within the Army and the Installation Management Community. He assumed the role as the first Chief of Public-Private Partnerships and maintained that role following the ACSIM’s transition to Deputy Chief of Staff, G-9 (Installations). As the Division Chief Mr. Bolden created the Army’s first privatization division encompassing housing, utilities, lodging, and community partnerships. He has worked with the Association of Defense Communities (ADC) and other defense related groups as well as Congress to pass important legislation to enhance the quality of life for Military Families.
In 2015, Mr. Bolden formed the first Joint Services Partnership Committee, a committee he now chairs. This group consists of his service counterparts from the Air Force, Navy, and Marine Corps. Their mission is to collaborate on strategic partnerships and to work with OSD and Congress to enhance the partnership process. He has successfully led the efforts to extend the term length of the Intergovernmental Support Agreement (IGSA) Authority from 5 years to 10 years and remove it from the acquisition chapter to the real-estate chapter. He has overseen the approval of over 150 IGSAs with an annual savings to the Army of $60M and a one time cost avoidance of $50M. In the past few years he has been selected to lead the critical DoD, Defense Community Infrastructure Program (DCIP) Grant review panels. He has been awarded the ADC Military Leader of the Year, The ADC Presidents Award, an Honorary Kentucky Colonel, and the McAlester Stampede Award, and the Defense Leadership Forum Lifetime Achievement Award.
Mr. Bolden has a Bachelors degree in Accounting from Southern University, and a Master’s degree in Public Administration from Pepperdine University. He enjoys meeting people, traveling, playing golf, and rooting for his New Orleans Saints, Golden State Warriors, and the New York Yankees.
